Who needs Home Improvement Contractor License (HICL)?
You (handyman) must have a Home Improvement Contractor License to perform
construction, repair, remodeling, or other home improvement work
costing more than $200 to any residential building or land.
A person or business must have a Home Improvement Contractor license to do construction, repair, remodeling, or other home improvement work to any residential land or building in New York City. Other home improvement work includes, but is not limited to, the construction, replacement, or improvement of basements, driveways, fences, garages, landscaping, patios, porches, sidewalks, swimming pools, terraces, and other improvements to structures or upon land that is next to a home or apartment building.
Who needs General Contractor License ?
All contractors who build one-, two-, and three-family homes must register with the Department to obtain New Building permits.
General contractors oversee construction projects from start to finish. They’re responsible for obtaining building permits, hiring subcontractors, and making sure the job follows all building codes and regulations. As part of that, they need to know NYC's requirements for licenses, insurance, and bonds.

- If all requirements are complete and satisfactory, NYC will generally issue a license within two weeks. For applications that require inspections, qualifying exam, fingerprint check, and/or approvals from other agencies, such as Buildings, Fire, or Transportation departments, application review and approval may take several months.
- NYC will mail you a renewal application and instructions about two to three months prior to your license expiration date. We can assist and help you prepare the license renewal application.
- You have a 59-day period after the license expiration date to submit your renewal application. However, you cannot operate until you received your renewed license. After the 59 days, you will need to submit a new license application.
If you receive any fines and/or violation, we can assist you in resolving them for you.
